Need Help: Domino 8.5.1 doesn’t create transaction log

I need to enable transaction logging on a Domino server 8.5.1. I enabled transaction logging in the server document with:

- Transactional logging: Enabled
- Log path: D:\Lotus\logdir
- Logging style: Circular
- Use all availabe space: No
- Maximum Log Space: 512MB
- Automatic fixup: enabled
- Runtime/Restart performance: Standard

Then I restarted Domino and it restarts just as usual, WITHOUT creating the transaction log files.

Domino creates the appropriate notes.ini TRANSLOG_* settings.

What I tested so far:
  • Disabling transaction logging in server document, shutdown server, remove notes.ini TRANSLOG_* settings, start server, enable transaction logging again, restart server.
  • Setting a different log path on a different drive and restarting server.
  • Setting a different max log space setting (1024MB) and restarting server.
  • Domino has read and write access to the log path.
  • "show server" command tells me that transaction logging is disabled.
  • Several restarts of Domino.

In all cases: no difference. Domino just starts as transactional logging is disabled. But again, the notes.ini settings are correct, TRANSLOG_STATUS is set to 1.
It's a Domino 8.5.1 on a Windows Server 2003 machine (32 bit).
